Responsibilities: The incumbent will function as a benefits specialist performing analytical tasks in health and welfare benefits for union and non-union employees. Responsibilities include evaluating benefit programs, preparing cost forecasts, managing relationships with various carriers, clarifying and resolving problematic issues. The incumbent will utilize PeopleSoft to manage benefit programs.

Exper. & Educ.: Associate Staff Analyst 1. A baccalaureate degree from an accredited college with a major in one or more of the following: Human Resources, Benefits, Finance, Accounting, Operations Research, Economics, Business or Public Administration or a related field and three years of satisfactory full-time professional experience; or 2. A satisfactory combination of education and/or experience. Staff Analyst I 1. A baccalaureate degree from an accredited college and two (2) years of full-time experience working with a large public or private concern in payroll, financial systems, timekeeping, audit or a related area, or a satisfactory equivalent. Staff Analyst II requires an additional year of experience. All candidates must possess a baccalaureate degree from an accredited college.

Desired Skills: Candidate must be well versed in the objectives, design, costing, implementation and administration of health and welfare plans, deferred compensation, FSA, COBRA, etc. Must have a working knowledge of benefit regulations governing health plans. Ability to create queries, ad-hoc reports and design automated processes using PeopleSoft. Strong interpersonal skills. Communicate effectively both verbally and in writing. Must be detail and deadline oriented.
